Global Online Education Regulator (GOER) Appoints Dr. Rhianna C. Rogers As Vice Chair of Global Strategy, AI Governance & Institutional Partnerships

LISBON, PORTUGAL — The Global Online Education Regulator (GOER) announces the executive appointment of Dr. Rhianna C. Rogers as Vice Chair of Global Strategy, AI Governance & Institutional Partnerships. Dr. Rogers is a distinguished senior executive and scholar-practitioner with over 20 years of experience leading institutional transformation and policy implementation. She brings a proven track record of orchestrating cross-sector collaborations, macro-governance frameworks, and responsible technology adoption across government, academia, nonprofit, and private sectors.

In this critical leadership role, Dr. Rogers will steer GOER’s international strategy, building cross-border quality benchmarks and robust regulatory frameworks to guarantee that international digital education remains secure, equitable, and accessible. Dr. Rogers will also remain an active member of the international GOER Board.

The appointment arrives ahead of a significant international milestone: this autumn, Dr. Rogers and CEO Mark Hooley will travel to Greece to represent GOER at the prestigious 1EdTech Europe conference, where Hooley will participate in a high-profile panel exploring international digital ecosystems.

Currently serving as Co-Founder of the Sustainable Progress and Equality Collective (SPEC), Dr. Rogers’ career spans critical roles across the federal government, elite research institutes, and higher education. As a Senior Executive Service (SES) appointee in the U.S. Department of the Treasury, she held a dual appointment as Counselor to the Assistant Secretary for Management (AI & Data Analytics) and Inaugural Chief DEIA Officer, where she designed the department’s first enterprise AI governance framework for over 100,000 personnel. Prior to that, she served as the Director of the Center to Advance Racial Equity Policy, Senior Policy Researcher, and Professor of Policy Analysis at the RAND Corporation, directing multi-million-dollar portfolios in education, health, infrastructure, and technology across the US, UK, Europe, and Australia. Her career began in academia as a tenured Associate Professor and Academic Administrator within the State University of New York (SUNY) and University of Florida (UF) systems. She holds a Ph.D. and M.A., complemented by professional certifications in AI fundamentals, responsible technology leadership, and ethical engagement.
